The study of theoretical provisions and the development of methodological recommendations for the management of scientific research activities and innovative development of universities is a necessary condition for the implementation of breakthrough scientific-technological and socio-economic development of Ukraine. Research work is one of the most important activities of higher education institutions, which determines its place and rating among higher education institutions in the domestic, European and global educational space and contributes to the improvement of the quality of training of higher education applicants and the improvement of the professional level of scientific and pedagogical workers. It is the scientific potential and effectiveness of scientific research and development that contribute to the involvement of higher education institutions in the scientific and educational community. Scientific publications in the conditions of globalization implement an integrating function - they contribute to the active entry of national science into the world scientific community. The value of patent data for statistical research is determined by the role played by patents as a form of presentation of scientific results that have commercial value and are intended for use in innovative activities. Patent statistics are statistics of technological results of scientific research and development. An integral element of the science and innovation policy of the state is the monitoring of the implementation of scientific and technical works and the evaluation of the obtained results, the implementation of the priorities of scientific and technical development determined by the state.
