The purpose of the work is to determine the conceptual foundations of policy able to ensure the generation and dissemination of values, the effective use of mechanisms and resources aimed at protecting the rights and freedoms of individuals and respect for the dignity of each human being. Such investigation is also actualized by the fact that today in practice, unfortunately, we are faced with numerous facts that contradict the understanding and recognition of a human being as a value in society. The object of the monograph’ analysis is the policy of combating discrimination and violence in society exclusively in the context of value and social foundations, without taking into account of which the formation of this policy does not seem possible. Research methods: theoretical - analysis of the scientific and legislative documents, empirical - survey, collection of facts, initial generalization, description of experimental data, systematization and generalization. The monograph focuses on the fact that the reason for insufficient authorities’ activity in direction of implementation of legislation on prevention and counteraction of discrimination is a low level of awareness and understanding of provisions of both anti-discrimination legislation and the principles of formation of state policy on non-discrimination in particular, as well as non-recognition of discrimination problem existence in general.
