The current level of provision of the population with medicines for the prevention and treatment of victims in emergency situations of natural, man-made and military origin is determined. It was established that the existing state of natural and man-made security, along with political, military, economic, informational and other types of security, does not meet the national interests of Ukraine. As a result of the conducted research, it has been proven that the lack of effective mechanisms for the realization of the human right to medical and pharmaceutical care in emergency situations, which for objective reasons cannot be based on purely market principles, requires the development of scientifically based effective methods of state regulation of the medical and pharmaceutical process provision of the affected population, their systematization and development of specific methodical approaches to their practical application. The organizational and methodical recommendations for increasing the stability of the functioning of the system of medical and pharmaceutical provision of the population in the conditions of emergency situations in peacetime and wartime are substantiated.
