It was determined that institutional factors and social resources, such as: social innovations, corporate social responsibility of business, implementation of the health insurance system, are more important factors influencing the improvement of the quality of life of the population and the economic growth of regions in conditions of decentralization. The need for financial support for improving the quality of life of the population of the regions in conditions of decentralization, which includes mandatory budgetary decentralization and investment support for the competitiveness of the regions, is revealed. The need to improve the regional mechanism for regulating the quality of life of the population in conditions of decentralization is emphasized: the introduction of the principle of decentralized management of quality of life into the system of modern regional policy, ensuring the sustainable development of regions in conditions of decentralization based on the experience of EU countries.
