The foreign policy initiatives of China, which have been implemented since 2012, are considered: "Chinese Dream", "Community of Common Destiny", "The Belt and Road Initiative", "New Model of International Relations", "New Model of US-China Relations", "Common, Comprehensive, Cooperative and Stable Security", the principle of "broad consultations, joint contribution and shared benefits in global governance". The importance of creating a system of civic education for the democratic transit of post-totalitarian countries and the formation of civic identity in such countries is revealed. The proposed concepts for the development of civic education in Ukraine are considered and conclusions are drawn on the introduction of changes in the current state of implementation of civic education in the country in order to meet the tasks of forming civic identity and ensuring sustainable democratic development. The main conceptual approaches to the definition of the concept of "collaborationism" are considered, emphasizing the need to separate conscious selfish cooperation with the enemy from forced. The definition of collaborationism in Ukrainian legislation, in particular its identification with treason, is established. The process of searching for ways to legislate and criminalize collaborationism through the analysis of the main provisions of the bills submitted to the Verkhovna Rada of Ukraine since 2017 is investigated.
