The purpose of the research is to develop and substantiate the management system of natural and economic systems to ensure their sustainable development. Research methods are descriptive, comparative, analytical, calculation. A theoretical and methodological study of the basic determinants of sustainable development and the mechanisms of their provision was conducted. In order to determine the parameters of the management influence on complex natural and economic systems, the following indicator indicators are proposed: ecological productivity of GDP; social productivity of GDP; GDP productivity by waste; GDP productivity by emissions. It is substantiated that the mechanisms of ecological and economic modeling and, in particular, the model for calculating the integrated ecological and economic indicator, have a significant potential for use as a reliable tool for harmonizing costs for environmental and social goals within the framework of the implementation of the sustainable development paradigm. It is shown that the use of three-factor functions (factors of industrial development, environmental investments and structural changes in the economy) allows to obtain more appropriate results for making management decisions due to a more accurate description of real processes.
