The purpose of the work is to develop scientifically based recommendations regarding the institutional environment for the formation of housing accessibility within communities, in particular, the modernization of ecological, social, market, fiscal, organizational, legal, planning and innovative components. Research methods. The methodological basis of the study was the fundamental provisions of macroeconomics, construction economics, green economy, state regulation, and sustainable development. It was established that increasing the affordability of housing in the country is the main macroeconomic goal of state regulation in the field of housing construction, and the implementation and planning of affordable housing construction programs is one of the important, but not the only, means of achieving this goal. The main methodical approaches and criteria for assessing the affordability of housing, which are used in world practice, were analyzed, based on which it was found that the use of affordability coefficients, which are advantageously characterized by simplicity and ease of calculations, is currently widespread in the leading countries of the world. The principles of the state housing policy of sustainable development were determined and recommendations were developed for its improvement in the direction of increasing housing affordability. The main practical result of the study is the development of a system of interrelated measures, the implementation of which will improve the institutional support for the development of housing affordability.
