The subject of the research is the subjectivity of the elite as a political institution in the formation of the strategic communications system in the context of the implementation of key aspects of the state's internal and external policy. The purpose of the study is the structural and content characteristics and the procedure of using strategic communications as a tool for implementation the national interests of the state in the conditions of current political reality. Research methods are the following: systemic, hermeneutic, phenomenological methods along with situational and pragmatic analysis. Theoretical and practical significance. Scientific practices on the subjectivity of the elite as a political institution in the formation of the content and definition of the procedure for the implementation of the political and technological tools of strategic communications were systematized. Peculiarities of the use of the main types of strategic communications have been studied. The content of the key narratives is defined and the basic principles of the functioning of the strategic communications system of Ukraine in the conditions of war are specified. The Ukrainian and foreign experience of using the resource potential of strategic communications in the realization of national interests in the context of the formation of the key foundations of national and energy security, along with determining the opportunities of creative industries in the conditions of the economic crisis and environmental trends of sustainable development of modern states are systematized.
