Such conditions were found in previous studies (2020-2021). The most important features of new resonance conditions and particle dynamics from cyclotron resonances were considered. The dynamics of particles in the vicinity of new resonances is described by the Adler equation. Near ordinary cyclotron resonances, the dynamics of particles is described by the equation of a mathematical pendulum. Adler's equation has no special saddle points and no separatrix. Therefore, the dynamics of particles around new resonances should be simpler. The nature of the energy exchange of waves and particles has a stepped nature. This character is determined by Adler's equation. The dynamics of particles in the conditions of new resonances has regimes with dynamic chaos. The reason for the chaotic behavior of particles was discovered. It was found that the emergence regimes mechanism with dynamic chaos is the passage of particles around a point in which the unity theorem is violated. The range of parameters in which the conditions for new resonances are fulfilled turned out to be significantly expanded. The study of this area led to the discovery of the possibility of resonant acceleration of charged particles by laser radiation fields in a vacuum practically without an external magnetic field. The main characteristics of the stepped structure were found: the time width of these steps, the moments of time of jumps from one step to another step, and even the dynamics of particles on the steps themselves were determined. These jump times are random. These moments of time are defined. In order to experimentally check the conditions of new cyclotron resonances, work was carried out on the modernization of the "Volna" installation and the diagnostic stand.
