The purpose of the work is to determine the political, institutional and anthropological factors and mechanisms for the implementation of state administration, its regulatory and organizational functions in the conditions of the transformation of social processes in Ukraine; search for approaches to improving the state administration system and ensuring the effectiveness of political and administrative decisions; theoretical and methodological substantiation of the influence of the human factor, the freedom and possibilities of individual choice on the effectiveness of state administration. The results obtained. It has been found that modern state management systems operating in conditions of constant change and uncertainty can be effective if: 1) the state guarantees the freedom and autonomy of the individual, the individual is aware of the permissible limits of freedom and autonomy; 2) there are effective mechanisms and channels for involving citizens in the processes of state administration and decision-making, taking into account their interests and requirements as widely as possible; 3) the management system is open, flexible and adaptable to changes in the social and civilizational environment; 4) the management system is decentralized; 5) the indicator of effectiveness is management practice, which determines the development of the conceptual foundations of public administration. It was determined that an important factor in the development of state administration at the current stage is the search for new models of rationality that would correspond to the worldview tradition of postmodernism.
