Reforming the field of urban planning requires systematic organizational and technical and clearly interconnected complex solutions. Such solutions require a different level of mathematical modeling, automation of design, optimization of energy supply, training of specialists, etc. In fact, it becomes necessary to move to another, qualitatively new organizational and technical level of designing and building objects. The task of legislative regulation of construction, improvement of the legal field and creation of a system of technical regulation of construction capable of harmonious integration into the system of technical regulation of the European Union remains a priority. In accordance with the purpose of technical regulation, mandatory requirements are established for construction objects: ensuring human life and health and protecting the natural environment, ensuring mechanical resistance and stability, operational safety, fire safety, noise protection, etc. The creation of effective administrative, legislative, economic, organizational, and technical conditions contributes to the development of the construction industry of Ukraine and ensures the fulfillment of requirements for construction objects.
