There are the following scientific results characterizing the scientific novelty of the GDR: the theoretical aspects were summarized and the priorities of the state personnel policy in the field of public management were substantiated; the mechanisms of formation and implementation of the state personnel policy have gained further development; the key aspects that ensure the construction of a new effective personnel policy in public management are highlighted; the European experience of modernization of the state personnel policy was summarized; the conceptual approaches to the reconfiguration of the state personnel policy in the field of public management were defined.
