The goal is the formation of a methodical toolkit of organizational, information, and management support for minimizing gaps in the country's energy efficiency. The main types of socio-ecological-economic conflicts in the reformation of environmental policy, which lead to the emergence of energy efficiency gaps in the national economy, are summarized. A methodological toolkit has been developed for assessing and forecasting gaps in energy efficiency in the national economy. An organizational and communication scheme for interacting and coordinating stakeholders' interests has been developed. A matrix of costs and effects for stakeholders during the implementation of energy-efficient projects has been created. Data on criteria and targets for making energy-efficient decisions to balance optimal and actual energy efficiency levels have been systematized. An economic-mathematical model has been formed to describe the cause-and-effect socio-economic-ecological interdependencies when making rational energy-efficient decisions. A mechanism for harmonizing socio-economic-ecological contradictions when making rational energy-efficient decisions has been formed. A methodology for assessing the risks of the influence of stakeholders in the renewable energy sector has been developed, taking into account the characteristics of regions and developing countries. A mechanism for ensuring energy security has been built in the conditions of innovative, ecologically oriented, transparent competitive development of the energy system of the national economy and its regional features. Scenarios for the efficient functioning of the energy sector have been formed, taking into account the criteria for minimizing energy efficiency gaps due to the introduction of renewable energy.
