The purpose of the research work is scientific substantiation of the theoretical and methodological foundations and development of practical recommendations to solve the current problems of public management and administration in the context of requirements and challenges of modern realities. Research methods. To achieve the goal and solve the identified tasks, the following research methods were applied: scientific deduction and induction, system and comparative analysis, systematization, theoretical generalization and retrospective analysis, analysis and synthesis, logical, graphic, factor analysis. The theoretical and methodological foundations of the formation of an effective system of public administration, oriented towards the solution of urgent tasks and problems in the spheres of social life at different management levels, have been improved. Modern trends in the development of the system of public management and administration are substantiated; the institutionalization of public management mechanisms in the context of social challenges is investigated; the mechanisms of public management of the development of regions and territorial communities are disclosed; directions for using management tools in the process of implementing public management tasks are outlined.
