Keywords: decentralization, inclusiveness, territorial communities, rural communities, rural development. The peculiarities of regulatory support of decentralization, reform of local governance, and territorial organization of power in Ukraine are summarized; international and national development practices of small and peripheral rural communities within basic-level administrative-territorial formations are summarized; the framework of categories and concepts of the "social inclusion" and the definition of its components and related categories related were investigated; approaches to the assessment of the budget formation processes in communities and the identification of the reasons for the high subsidization of local budgets have been developed. The scientific significance of the obtained results consists in the following: summarizing the experience of involving small and peripheral rural communities in the inclusive development of territorial formations of the basic level in countries with a reformed administrative-territorial system and substantiating the conclusions regarding the spread of best practices in national conditions; generalization of the features of regulatory support of decentralization, reforming of local self-government and territorial organization of power in Ukraine in terms of ensuring the inclusiveness of rural development.
