The practice of promoting civic participation in the democratic decision-making process at the TС level is summarized and an active set of mechanisms and procedures of local democracy creating opportunities for the involvement of rural residents in the TC inclusive development is identified; the main trends in the development of rural communities in the process of completing the administrative-territorial design of the final structure of territorial communities are highlighted, including following: signs of strengthening the centralization of local governance at the basic level units during establishing mayor districts; increased risks to inclusive development of TC because of the imperfection of financial decentralization; insufficiency of resource support for the powers transferred to the TC in the field of education, health care, and social protection; discriminatory nature of state regulation of TC budgeting under the Covid-19 pandemic. Methodical approaches to the development of equalizing measures of rural communities’ opportunities for inclusive development at the community level have been developed. The scientific significance lies in the generalization of methodical approaches to the assessment of the development inclusiveness; further development of mechanisms of active involvement of peasants in participation in the socio-economic development of territories, substantiation of approaches to the promotion of social inclusion of TC members within the framework of the implementation of the inclusive rural development policy; assessment of the Mayor districts development after completing administrative finalizing of TC structure and establishment of strengthening signs of the local governance centralization at the basic units level of the state’s the administrative-territorial system.
