  The object of the study is the formation of risk-based thinking in terms of ensuring the safety of the individual in both daily life and professional life, including health care competencies. The purpose of this study is to establish the relationship between the level of human life safety and the scientific and technological progress as well as to substantiate the integral-economic principles of society safety management in modern conditions. Thus, the prerequisites for guaranteeing safe working conditions and the formation of health-saving competence of participants in the educational process through the use of the latest educational technologies were established. The results of the study presented that there was a dependence of the overall coefficient of individual risk on the value of gross domestic product. On this basis, the conditions when scientific and technological progress contributing in the improvement of human safety were substantiated. In particular, the reorientation of scientific and technological progress towards the creation of energy-saving technologies and the displacement of resource-intensive technologies by science-intensive ones, as well as socio-oriented human-centric economic policy of the states are the essential steps in achieving this aim. The introduction of a risk-based approach for guaranteeing safety at work and on this basis - the formation of risk-based thinking and personal responsibility for collective and personal safety was substantiated as one of the priority activities of the state at the present stage. It was shown that the introduction of health care elements in the educational process would significantly improve the health-saving competence of the participants of the educational process and would allow to strengthen significantly their health and to form a proactive attitude to their health and its preservation.
