The subject of research is the relationship between the content and components of the modern informational and educational environment of functional learning (increasing the qualifications of the target purpose) with the quality of perception of educational material, its generalization and systematization, understanding of objective connections. The purpose of the work is to define and substantiate the structure, content, and order of functioning of the modern information and educational environment for functional training (increasing the qualifications of the target assignment) of the management staff and specialists whose activities are related to the organization and implementation of civil protection measures. Research methods: the analytical method of research is applied (analysis of the regulatory framework, guiding and technical documents, manuals, handbooks, technical guides, instructions, scientific articles in the chosen field of research.). The use of the MOODLE system to create an informational and educational environment for functional learning is substantiated. The main principles of building such an environment, the functional requirements that must be implemented by its individual blocks, the order of its operation and administration of the IOS are defined. Mixed learning models that can be implemented with the help of IOS have been selected. A project of Methodological recommendations on the creation of the IOS of functional training (increasing the qualifications of the target) has been developed. It is advisable to use the results of the work during the organization of work on improving the qualifications of the target purpose - functional training.
