Problematic issues related to solving the problem of ensuring information security as a key direction of the development of the information society and studying foreign experience in ensuring information security have been identified. The legislative definition of information is analyzed, its shortcomings are given, and an approach to expanding this definition is proposed in order to distinguish the concepts of information as a phenomenon and as a legal category. Ensuring information security in the conditions of martial law is the main priority of the state, which makes it necessary to change the approaches of legal regulation of activities in this area. It is important to determine the main informational threats that exist in society in the conditions of war, taking into account the rapid transformation processes and the need for a quick response to the threats that arise in it. It is important to develop effective mechanisms to ensure information security, in particular to expand the powers of local authorities in this area, which will create the prerequisites for prompt response to the rapid transformation of information threats. In the course of the study, the most important problematic issues that arose in the legal regulation of relations in the field of information security at this stage of social life were identified and investigated.
