The purpose of the study is to ensure an objective selection of construction, reconstruction and capital repair objects for effective use and optimization of the expenditure part of the local budget in relation to capital investments. As part of the research work, the first stage of work was completed, namely: the current state of the selection of objects for the financing of capital expenditures on construction, reconstruction and capital repair objects and regulatory requirements was investigated; regulatory requirements regarding the selection of objects for financing at the expense of capital expenditures were analyzed; an analysis of industries was carried out by the number of capital construction objects, for which funds from the budget of the city of Kyiv and the state budget were used, for the period from 2019 to 2021; the list of industries for the development of informational references is defined in accordance with the structure of the "Building Complex" software complex; samples of information certificates (cards) have been prepared for the object proposed for construction, reconstruction and capital repair in the fields of "Education" and "Road Management" with a list of the necessary data (by blocks) for the most objective and transparent selection of objects to finance capital expenditures; forms of information certificates (cards) regarding objects (by industry) that are proposed for construction, reconstruction, and capital repair were developed in Microsoft Excel format; a typical information certificate (card) has been prepared regarding the object proposed for construction, reconstruction and capital repair (by industry).
