According to the approach proposed in the Methodology, the determination and evaluation of the cost of a construction object at various stages of design is carried out taking into account the future costs of the life cycle, only directly related to this object, which, in addition to the cost of design and construction, includes current maintenance costs and repairs of the object, as well as capital repairs during the given period of analysis. Determination and examination of life cycle costs is carried out at the Feasibility Study and Project stages. Life cycle costing also takes place in the process of procurement and selection of the winner. At the feasibility study stage, the state customer can determine the life cycle analysis period of 25-30 years before or including the first comprehensive overhaul. The calculation should contain a justified list and period of expenditure with forecast prices, and the assessment of the life cycle cost should include the use of the NPV indicator with a justified discount rate. In the absence of information to justify current and capital costs, the customer and the contractor can limit themselves to establishing their relative value as a percentage of the replacement value (1-3%) depending on the specifics of the object. Provided the data is available and estimates are available at the feasibility stage, the customer may request alternative estimates for several different conceptual design solutions.
