The method of scientific research is analytical. In the process of research, it was found that evacuation - as an integral part of the organization of protection of the population from the negative impact of the consequences of emergencies of man-made, natural and military nature, is the primary task of state authorities and local self-government bodies of all levels, managers of economic facilities, regardless of their form of ownership. The planning, organization, and procedure for conducting evacuation measures during threats and emergency situations are generally determined by regulatory and legal acts. At the same time, the state is in the process of developing a number of draft laws on improving the powers of local self-government bodies and local state administrations in connection with the implementation of the Concept of Reforming Local Self-Government and Territorial Organization of Power in Ukraine. The experience gained during command and staff exercises and trainings on the evacuation of the population in the conditions of military operations in Ukraine showed that the organization of evacuation measures in the event of emergency situations of a natural and man-made nature needs optimization, and the military nature needs updating.
