Ontological, epistemological or logical-epistemological, moral, aesthetic and praxeological approaches to evaluation of scientific knowledge are defined. The principles of open science, which are most in demand in the Ukrainian scientific community, are determined, also features and problems of scientific knowledge assessement in the conditions of their free circulation are identified. The development of social assessment of technology as a new scientific discipline has been studied and it has been proposed measures for building up an effective model for its implementation. It is analyzed global trends in development of system for assuring quality of higher education, and are developed the proposals for creating an effective system for ensuring quality of higher education and adapting European experience in Ukraine. The cognitive and ethical aspects of expert evaluation of scientific knowledge are analyzed. The obtained scientific results are tested by publications in scientific professional publications, speeches at international scientific and practical conferences, symposia, seminars.
