The structural-logical model of territories as an urbanized system, which is formed by social, spatial and economic subsystems, and also accumulates and synthesizes a set of features characteristic of urbanization processes that affect the development of urbanized systems, is substantiated. The institutional and organizational aspects of the development of territories are summarized, the main obstacles and inconsistencies regarding the implementation of the policy of integrated development of territories are identified. The conceptual provisions of the integrated development of territories are summarized. The method of assessing the potential of territories has been substantiated, as well as applied methods of harmonizing the characteristics of the system on a holistic methodological basis have been developed. A study of the interrelationship of socio-economic and spatial parameters and their influence on the effectiveness of the functioning of territories was conducted, which is based on the study of strategies and programs of socio-economic development and urban planning documentation. Mechanisms aimed at ensuring the ability to implement goals and priorities that can be used in the development of territories are proposed. The financial and economic model that regulates the relationship between the territory and the environment is described in detail.
