The purpose of the work is the improvement and development of the state system of environmental management, namely the implementation of the principles of proper environmental governance, support of a constant dialogue with interested parties regarding preparation and strategic decision-making through the development of a scientific and methodological base for the environmental activities of the executive bodies of the OTG and the interested public of Ukraine. Research methods – analysis of the legislative and normative-methodological basis of strategic environmental assessment (SEA) and practical application of methods of comparison of variants of state planning documents according to environmental criteria, synthesis of the constituent elements of the studied materials in the development of a new recommendation document. The results and their novelty - for the first time in Ukraine, substantiated Methodological recommendations will be offered for the implementation of strategic environmental assessment and post-project monitoring of schemes, plans and programs for the development of the infrastructure of the OTG, the application of which will contribute to the realization of the right to an environment safe for life and health and to compensation for damage caused by violations this right in the conditions of martial law, and will also contribute to increasing the efficiency of capital investments and investments in the development of OTG.
