The purpose of the study is to develop theoretical and practical recommendations to improve procedures of public policy analysis to ensure good governance. Research methods – general scientific methods of logic and historicity; system analysis; structural and functional analysis; dialectical approach. Results: a methodology for determining the policy goals and objectives; stakeholders analysis methodology; a methodology for the construction of the chain "problem - goals - tools - results"; a methodology for formulation and comparison of policy options and tools for its implementation; a methodology for economic analysis; a methodology for policy monitoring and evaluation; a methodology for public involving in policy-making; a methodology for digitization of policy analysis. It has been proven that the institutionalization of policy analysis should become an integral part of the optimization of mechanisms for public policy-making and the democratization of governance. The work results are reflected in analytical support for the state authorities and local self-government; as well as in advisory assistance to institutes for training of civil servants and officials of local self-government. The results were implemented in studying higher education applicants of the first to third level of higher education in the specialty 281 "Public Management and Administration".
