According to the results of the analysis, it is shown that the solution to the problems of a sharp decrease in the efficiency of the transport infrastructure and environmental pollution on the street and road network of cities can be connected with the implementation of the concepts of Smart Mobility and Smart Logistics, where the main thing is the development of the implementation and effective functioning of ITS. When conducting scientific research, a synergistic concept of functioning within the ITS framework of intelligent transport and logistics systems for managing cargo delivery processes was created. Within the framework of a synergistic approach, theoretical ideas about the dynamics of traffic flow in high-density areas were developed. The existing swarm methods of artificial intelligence for the optimization of tasks of routing information flows of various nature have been improved, taking into account the influence of the external non-stationary environment on the speed of information transmission along the chains of the information network. The results of the development of intelligent methods of optimizing cargo delivery routes, taking into account the non-stationary (real) dynamics of traffic flow on the network, as well as the optimal location of infrastructure objects of transport networks in ITS.
