The purpose of the work is to ensure secure information exchange for military and civilian units of state structures, including in extreme (crisis) situations, based on the methodology of integrated information security based on data factorial coding. The research methods are the fundamental principles of discrete message transmission theory, error-correction coding theory, probability theory, mathematical statistics and modeling. The main scientific results of the study: method for constructing multiple access systems based on non-separable factorial coding; method for factorial coding with data recovery by permutation, which allows to ensure the speech information security; mathematical model for the decoding process of factorial codes, which allows to estimate transmission reliability indicators; method for frame synchronization in communication systems; cryptographic key exchange method; three-pass cryptographic method of information exchange; methods for synthesis of computer cryptography hardware and software; methods for generating an ensemble of codewords for non-separable data factorial coding; method for adding semantic noise according to the individual propagandist semantic line; model for interaction of components of secure information exchange system based on factorial coding for constructing schemes, algorithms, and protocols for data processing and transformation.
