The purpose of the work is to develop directions for improving the organizational and legal mechanism of public administration, taking into account the standards of public administration of the European Union. Research methods are historical and theoretical; systematization; comparative and historical analysis; synthesis; logical modeling; empirical (observation, comparison, survey, photo-fixation); methods of induction and prediction. Results and their novelty. The authors of the project have work experience and scientific results related to the study of the organizational and legal mechanism of public administration in the context of the European integration of Ukraine, in particular: first: – the need for further development and legislative consolidation of the organizational model of reforming executive power bodies and local self-government, as well as the effectiveness of implementing a two-level system of local self-government, is scientifically substantiated; improved: - provisions regarding the need to strengthen coordination and continuity in the process of planning and direct implementation of reforms in the system of public authorities of Ukraine; – methods that should be used in the process of reforming public authorities at various levels, including forecasting, organization, coordination and control; – theoretical foundations of further adaptation of the territorial system to ensure effective functioning of local self-government bodies, public management of regional and local development; – the mechanism of interaction between local self-government bodies and state authorities, which is based on the distribution of powers between them according to the principle of subsidiarity; - methodical regulations for the formation of local budgets based on changes to the system of planning local budgets.
