It has been proven that some elements of informal institutions should be formalized, such as the expectations of residents of rural settlements and their public opinion regarding the establishment and change of boundaries of rural settlements as part of the concept of people's rule. For the first time, lists of constituent elements of informal institutions are proposed and their details are provided. In addition, taking into account the foreign experience of the post-war settlement of the issues of establishing the boundaries of territorial entities, it is suggested to consider the possibility of introducing changes to the legislation and providing for the participation of military-civilian administrations or international organizations, subject to a corresponding mandate from the Verkhovna Rada of Ukraine, which can administer in a certain territory. It is proposed to adapt formal institutions to the conditions of the present and the prospects of the post-war period and to provide the opportunity to establish the boundaries of territorial communities not only "as a whole", but also "individual areas" in the absence of disputes between neighboring communities or other problems that make it impossible to establish a border "as a whole" . At the same time, these processes should not be stretched over time, so it is advisable to carry them out in two stages. It is possible to gradually introduce individual sections of the border of the territorial community (parts of the polyline) to form a closed polygon of the border.
