Nevertheless, geospatial data infrastructure (GIS) is increasingly used in spatial planning procedures at the European, national, regional and local levels. Recent years have been characterized by a paradigm shift in the availability and sharing of geospatial data. While traditional data is difficult for the public to access, there are now several initiatives supporting the availability and sharing of data. The INSPIRE Directive contributes to the creation of IGD, documentation and harmonization of data and metadata, providing a reliable basis. In addition, many municipalities in Europe are beginning to take the initiative to open data provided by government organizations by providing access to geodata through web services. In addition, there is a large Open Data Community and user content that is constantly growing and becoming increasingly important in planning. A comprehensive infrastructural approach to territorial development management involves compliance with three main provisions: - management of the development of territories should be carried out on the basis of the principle of unity of socio-economic and territorial planning; - the management of the development of territories should be based on a strong normative-legal and administrative-organizational base and use uniform technical requirements for the formation of information resources and information exchange regulations; Basic geospatial data of the appropriate level should act as the information foundation for making all management decisions regarding territorial resources or the implementation of any activity.
