For Ukraine, the improvement of the national tax system, which will contribute to the stabilization and competitiveness of its economy, and therefore to the increase of tax revenues to the budget, is of particular importance. Carrying out tax regulation of the economy, the state can significantly influence the economic process by changing the amount of tax revenues, tax rates, forms and methods of taxation. But without legal regulation of issues of the use of underground (and sometimes above-ground) spaces of land and some other land territories, it is almost impossible to improve the tax system. This requires a certain rethinking of the concept of "land parcel" traditional for domestic science as a part of the surface (earth's surface) and necessitates the definition of this concept as a part (parcel, plot, cubic volume) of space or volume. This makes it appropriate to review some modern approaches to the "stratification" (in particular, vertical) of "land" spaces, the determination of the scope of subjective rights regarding their exploitation, as well as the registration of rights to three-dimensional property objects. Today, there are many disputes about which cadastre should be responsible for what and, most importantly, who should control it. In our opinion, based on the experience of many countries of the world, the main function of the cadastre is fiscal, whatever it may be. The increasing load on land resources in megacities, especially in business centers, and the improvement of construction technologies lead to the appearance of multifunctional real estate objects with complex architecture and the development of underground spaces.
