In crisis and in ordinary conditions, the nature and manifestations of risks differ. The acuteness of the problem is exacerbated by the fact that in the status of enterprises (including banks) of Ukraine, the formation of the risk management system has little "imitation" (formal) character. The inability of some of these legal entities to neutralize the negative impact of the crisis was the main reason for their insolvency. Effective risk management should be based on relevant fundamental research on the formation of an effective mechanism for regulating economic relations in a period of financial uncertainty. Given this problem, the development of theoretical, methodological foundations and practical recommendations for an effective risk management mechanism is very important and relevant. In the presence of a significant number of studies, we note that insufficient attention is paid to the problem of risk management in conditions of uncertainty, and therefore the scientific and practical bases of the development of risks in the period of crisis are poorly researched, weakly systematic and justified. The lack of fundamental development in this direction has a negative impact on the development of Ukraine's economy. For domestic financial opinion, the main problem is the formation of tools for the implementation of the concept of risk management, which should be effective both in conditions of a fairly stable external environment and in a period of uncertainty.
