The dynamic effects of nuclear surface , which lead to the formation of a low-energy isoscalar dipole resonance, are taken into account. The spontaneous fission widths of heavy nuclei are obtained as functions of the parameters of extinction and relaxation time in Langevin's Markov and non-Markov approaches. Fluctuations in the number of Fermi particles, taking into account Skyrme and van der Waals forces near the critical point, depending on the average density, are obtained in good qualitative agreement with experimental data. It has been demonstrated that the probability of the formation of a new complex system in a quasi-bound state in picnonuclear reactions in compact stars is significantly greater than the corresponding probability in the state of zero oscillations.
