The purpose of the research is to develop methodological support and substantiation of practical recommendations for the formation of a management system for regional heat energy markets. Research methods – theoretical generalization, analysis, synthesis, system analysis, expert evaluation, economic and mathematical modeling, target programming. The most important research results and their novelty: the main directions of the construction of national natural gas and electricity markets are determined; substantiated directions for improvement of the existing legal framework for regulating activity in the field of heat supply; the world experience of building regional heat energy markets was studied and the main instruments of state regulation of these markets were determined; the main directions of the post-war restoration of heat supply and heat supply in populated areas of Ukraine are determined; proven economic effectiveness of a comprehensive approach to the restoration and modernization of the heat supply system along the «consumption-transportation-production» chain of heat energy; a sequence of measures to modernize the heating infrastructure of populated areas has been developed and substantiated; classification features of regional heat energy markets were developed and state regulation tools were proposed for each classification group of regional markets; developed a methodical approach to determining market prices for heat energy by benchmarking heat energy production costs; recommendations were developed for the improvement of regional heat supply management structures in market conditions.
