The subject of the research is the theoretical and methodological, methodical and practical aspects of the implementation of international standards of public debt statistics into the public finance management system of Ukraine. The purpose of the research is to substantiate conceptual and methodological approaches and recommendations for statistical measurement and systematization of information about public debt in Ukraine in accordance with international standards, improvement of some norms of national legislation on public debt in order to make it more comparable to EU legislation. The main results and scientific novelty include the following: 1. The comparative analysis of official documents and other publications of international organizations, statistical bodies of EU member states, monographic studies and scientific articles made it possible to conclude that, in the broadest sense, the international statistical standard is a normative statistical document that belongs to the set of international statistical concepts, methodologies, techniques, classifications, guidelines, user guides, principles, ‘best practices’, etc., that were developed by international organizations cooperating with national statistical institutions. 2. The author's classification of international standards of public debt into five groups is proposed. 3. The concepts of public debt in the context of ‘sound’ and ‘functional finance’ are defined. It is emphasized that these general theoretical approaches by themselves do not make it possible to apply structural criteria and quantitative assessments for the statistical measurement of public debt. 4. Implementation of international public debt standards in the system of public finance management of Ukraine requires amendments to the national legislation.
