Geopolitical power centers and global management decision-making actors make changes in the management of socio-political and economic processes for the stable development of society. The conditions of chaos and crisis of stable institutions of liberal democracy, which was clearly evidenced by the appearance of post-democracy as a phenomenon and process of evolution of "model" democracies, forced to accelerate the search and creation of safeguards against the uncontrollable development of political regimes. The result of the weakening of the world hegemony was the process of Easternization and the appearance of new geopolitical centers (China). The growth of right-wing extremism is noted. The spread of right-wing populism both in the countries of stable and new democracies is supported by a conservative turn in the form of legal consolidation of nationalism, legitimization of the dominance of the collective over the individual. The destabilization of political development is manifested in the crisis of traditional institutions of democracy, first of all, political parties, party leaders, who can refuse programmatic promises and turn into advocates of the "will of the people". Growing distrust to traditional institutions of democracy and liberal values demands from leaders and institutions capable of ensuring safe and stable development of society.
