The purpose of the work is to determine the theoretical and methodological model of the digital economy, systematize problems and ways to solve them taking into account the changing environment, and determine the basic tools of the digital economy. Research methods - the basis of the work is a system of general scientific and special methods that allow you to systematically solve problematic tasks in the chosen field of research. The most important theoretical and applied developments are based on the provisions of modern economic theory on the trends and further development of the digital economy. In the NDR, modern general scientific and special methods of research are used, in particular: dialectical, system-structural analysis and synthesis, generalization. The information base of the research is the legislative and normative acts of the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine regulating digitization, the database of leading research institutions, as well as the results of the authors' own observations and calculations. The results of the research are aimed at obtaining new scientific knowledge about the theoretical and methodological model of the digital economy, systematization of problems and ways to solve them, taking into account the changing environment and defining the basic tools of the digital economy. This will allow us to draw conclusions about their implementation in the development of the digital economy in the conditions of a changing environment.
