The object of the study is social relations arising in connection with the use of the general declaration of arrival during customs control. The purpose of the study is to develop, taking into account world experience, proposals regarding the mechanism of application of the general declaration of arrival in order to minimize security risks. The methodological basis of the work is a system of general scientific and special methods of learning legal phenomena. In particular, it is analysis and synthesis, induction and deduction, method of comparison, systematic and statistical analysis. Specifics of using the general declaration of arrival are defined, in particular: submission deadlines depending on the type of transport or transport service; a list of exceptions to the obligation to submit a general declaration of arrival; means of information technologies for submission to the customs authorities of the general declaration of arrival; basic information entered in the general declaration of arrival; structural and logical diagram of the procedure for the passage of cargo through the customs border of Ukraine using the general declaration of arrival.
