The object of the study is social and legal relations arising in the field of application of the common transit procedure. The purpose of the research is scientific substantiation and development of recommendations for the creation of legal, organizational and methodical conditions for the preparation of participants in foreign economic activity for the application of the common transit procedure. The methodological basis of the study was the use of a set of general scientific and special methods of scientific knowledge, namely: synthesis, analysis, comparative legal, dialectical knowledge and the method of legal comparativistics. The theoretical foundations of the implementation and operation of the common transit procedure have been studied. The prerequisites for the application of the common transit procedure are outlined in the context of the norms of international legislation, and the foreign experience of using this procedure is systematized. The state of implementation of national legal and organizational-administrative measures in accordance with the requirements of the Convention on the Common Transit Procedure has been studied. The practical aspects of joining Ukraine to the system of common transit with the EU are considered. The key procedural features and performance indicators of the full-scale national application of the New Computerized Transit System (NCTS) have been determined. The main areas of preparation of the participants of foreign economic activity for the use of the common transit procedure were analyzed and proposals were formulated for measures that would ensure a comfortable transition of these participants from the existing transit system to the international application of NCTS. Recommendations for the creation of legal, organizational and methodological conditions for the application of the common transit procedure in the activities of the SCS of Ukraine have been developed.
