Key main criteria for the selection of directions of innovative activity and measurement of structural changes are considered, the most important indicators of innovative activity in Ukraine, their compliance with international standards, especially, with the EU standards, were determined. A theoretical and methodological approach for assessing the level of innovative development based on the updated OECD methodology has been developed and implemented. Based on the proposed approach, an in-depth analysis of the state of affairs in the innovation sphere of Ukraine has been carried out. Special attention was paid to the problems of harmonization of instruments of innovation policy and other types of policy, in particular social and industrial policy. Analysis of the possibilities of the post-war recovery of the scientific, technical and innovative spheres of Ukraine with the aim to stimulate the processes of economic development and, in particular, their impact on structural changes in the economy was new in the national research agenda. The authors of the report were not limited to only theoretical aspects of the analysis in their work, but they paid considerable attention to the development of specific methods for evaluating the effectiveness of innovative activities and preparing recommendations for the utilization of specific organizational measures, aimed at the implementation of innovations.
