At the same time, not all regions benefit from such a policy to the same extent, and the differences in the levels of development of the regions continue to grow due, in particular, to the enlargement of the EU. To prevent this, the regional policy of the EU is aimed at creating such conditions for the regions that will stimulate the mobilization of internal capabilities to increase the efficiency of using the territories' own potential, among which inter-territorial and cross-border cooperation plays an important role. The processes of creating a single space have the most tangible impact on the lives of residents of border regions, for whom the presence of a border is a significant limiting factor in socio-economic development. Most of the border areas in European countries are less developed than the central ones. For Ukraine, the situation is somewhat different, due to the fact that only the western border territories developed with the appropriate specificity, all the rest - as internal regions of the country. The study of the problems of international cooperation of regions, in particular border and cross-border regions, the identification of the mutual influence of the adjacent territories of neighboring countries, the formation and development of cross-border cooperation, the generalization of patterns, basic principles and organizational and legal forms of its development, the development of the basic principles of state policy regarding the border became the subject of a systematic study, the results of which are presented in this research paper.
