The purpose of the study is to summarize the technical requirements for the creation of a system for collecting tolls for the use of public roads by vehicles with a maximum permissible gross vehicle weight of 12 tons or more in Ukraine and to prepare a draft Terms of Reference for its creation. Research method: the research will use methods of complex and systematic analysis, abstract-logical, graphical, statistical, design and construction, comparative analysis, expert assessments, graph-analytical, and others. Relevance: Rehabilitation of the infrastructure of Ukraine, which was destroyed as a result of the full-scale invasion of the Russian Federation. In order to increase state budget revenues, it is necessary to introduce a toll for HGVs with a maximum permissible gross vehicle weight of 12 tons or more on public roads. Such a toll is reasonable since HGVs cause the biggest damage to the road surface due to their weight and therefore their contributions to the state budget are extremely important for maintaining roads in good condition.
