The purpose of the work: to determine the main areas of activity for the creation of prerequisites for the formation of a sustainable ecosystem of development and networking of social entrepreneurship in the city of Kyiv with the participation of its main participants, taking into account the conditions of wartime and its consequences. To achieve the goal, the research analyzed the normative and legal regulation of social entrepreneurship; metropolitan experience of social entrepreneurship; factors determining the need for municipal authorities to support the development and networking of social entrepreneurship. The method of system analysis, logical generalization, graphic research method, method of expert evaluations, etc. were used in the scientific work. The study emphasizes the importance of the development and networking of social entrepreneurship in Kyiv as an innovative world trend of socio-economic development. Potential problems and risks that may arise in the implementation of local social policies by Kyiv authorities in the absence of partnership relations with social entrepreneurs are identified. Proposals aimed at municipal government support for the development of social entrepreneurship as one of the innovative tools for mitigating or solving local social problems of the capital's residents have been formulated.
