The object of the study is the economic relations that arise in the process of controlling the circulation and taxation of alcohol, alcoholic beverages and tobacco products in Ukraine. The purpose of the study is to develop proposals and recommendations to improve the effectiveness of control mechanisms for the production and circulation of alcohol, alcoholic beverages, tobacco products, nicotine-containing and similar products in Ukraine based on scientific approaches and taking into account European experience and domestic realities. The methodological basis of the research was the use of a set of general scientific and special research methods: a systematic approach - to systematize the features of essential characteristics and specifics of excise tax administration; economic analysis and statistics - to establish the peculiarities of the transformation of the domestic market of alcohol, alcoholic beverages, tobacco products, products containing nicotine and equivalent to it; graphical and tabular methods of visualization - to display the processes taking place on the market of alcohol and alcoholic beverages, tobacco products, nicotine-containing products and similar products. Tax and non-tax instruments of state regulation of the market of alcoholic beverages, tobacco products, nicotine-containing and similar products in Ukraine were studied. The requirements and recommendations of the WHO, European directives and best world practices regarding production and circulation control are summarized and systematized according to the research theme. The current trends in state regulation of the excise goods market in the EU member states are considered. Proposals have been developed to increase the efficiency of mechanisms of state regulation and control over the production and circulation of alcohol, alcoholic beverages, tobacco products, nicotine-containing and similar products in Ukraine.
