The object of the study is the process of development of public-private partnership in the field of public administration. The goal is theoretical substantiation and development of practical recommendations regarding organizational support for the development of public-private partnerships in the field of public administration. The actual scientific problem of deepening the theoretical and methodological foundations and approaches to improving the organizational support for the development of public-private partnership in order to increase the competitiveness of the state, increase the quality of infrastructure services and the efficiency of the use of budget funds has been solved. The essence, socio-economic and legal nature of public-private partnership in the conditions of modern social relations is studied, its main principles and models are summarized. Mechanisms of regulation of public-private partnership are defined, the risks of the state and the private owner in public-private partnership projects are identified and classified, methodical approaches to determining its effectiveness are developed, the distribution of risks of the state and the private owner is analyzed. A model of the complex mechanism of state regulation of the development of public-private partnership in Ukraine is proposed, which is built according to the matrix principle and includes three key blocks: institutional, functional, and political-administrative. The main approaches to the formation of a public-private partnership development strategy have been developed: project and marketing.
