The purpose of the work is to identify the problems and features of modern parliamentary reform in Ukraine, as well as to develop proposals for improving the constitutional and legal status and activities of the parliament. Research methods are complex of modern general scientific and special methods (formal-legal, comparative-legal, systemic-structural, logical-semantic, prognostic, and others). The scientific work examines the current problems and challenges of parliamentary reform in Ukraine, identifies the main prospects for improving the constitutional and legal status of the parliament, its bodies and people's deputies of Ukraine. The course and modern realities of parliamentary reform in Ukraine are characterized, in particular in the conditions of the ongoing Russian-Ukrainian war, the problems of law-making and control activities of the Verkhovna Rada of Ukraine are revealed, and ways to solve them are proposed. The current state, shortcomings and main directions of development of the legal status of the committees and temporary investigative commissions of the Verkhovna Rada of Ukraine, as well as the parliamentary majority and minority are determined. The peculiarities and prospects of further updating of the constitutional and legal basis of the activities of the Chairman of the Verkhovna Rada of Ukraine and its Apparatus have been established. Proposals and recommendations regarding the improvement of the constitutional and legal status and activities of the parliament were substantiated, based on which the project of the Concept of Parliamentary Reform in Ukraine was prepared.
