The subject of research is theoretical, methodological foundations and methods used in public administration. The purpose of the research work is research, substantiation and the formation of recommendations regarding the improvement of the system of managing the socio-economic development of territories using strategic planning tools. Research results: The conditions for the implementation of the regional development strategy for the period until 2027, influencing factors on the implementation of the internal policy of the state and the state regional policy, strategic development at the level of territorial communities, approaches to the modernization of regions, methods of state administration were studied; the necessity of conducting an analysis of the level of concentration of value creation chains in this territory in order to clarify the economic prerequisites for increasing the competitiveness of the region has been proven; the expediency of using the program-target method in public administration is substantiated; it is determined that the development of territories must be considered as a dynamic process that should go in the direction of social progress and manifest itself in the increase of social wealth; recommendations were made regarding the improvement of the management system of socio-economic development of territories using the tools of strategic indicative planning.
