However, even now, the search for a model of effective functioning of the region as a whole and its individual communities in particular is relevant. The purpose of the NDR is to study the theoretical and methodological foundations of strategic planning at the local level and actualize the Strategy of Economic and Social Development of the city of Bilhorod-Dnistrovskyi. The subject of the research is theoretical, methodological and applied aspects of strategic planning at the local level in conditions of decentralization. The object of the study is the actualization of the development strategy of the city of Bilhorod-Dnistrovskyi. Research methods. The methodological basis of the work is a dialectical method of cognition and a systematic approach to the study of economic phenomena; the theoretical basis is the position of modern economic theory, the scientific works of Ukrainian and foreign scientists, devoted to the problems of strategic planning. The following special methods were used in the work: comparison, system analysis - for clarification and theoretical generalization, ordering of conceptual apparatus, logical generalization, formation of conclusions; economic and statistical, index and comparison; graphic; methods of expert assessments, SWOT analysis and other generally accepted methods. The work takes into account the requirements for strategic planning outlined in the "State Strategy for Regional Development of Ukraine"; the work corresponds to the content of the Strategy of Economic and Social Development of the Odesa Region for the period until 2027, updated and approved by the regional council session on 04/27/2021.
