As a result it enables the united territorial communities to be "capable", that is, to have sufficient local sources of filling the budget, infrastructural and personnel resources to solve issues of local importance for the benefit of the local population. An important task in this context is the justified choice of indicators of the assessment capacity among united territorial communities. In the process of carrying out a scientific study, we proposed a group of indicators to evaluate the capacity of the UTC, which are measurable and as a result can show how capable the communities are: 1) economic – index showing fiscal capacity of the budget; attraction of donor funds (patrons, grants, projects); the share of local taxes and fees in the revenues of the budget of a capable territorial community; 2) political and administrative - the area of ​​the UTC, the level of trust, the level of citizen activity, the level of publicity among local self-government bodies; 3) socio-demographic – population of UTC, number of employed population, number of unemployed, UTC`s standard of living; 4) migration - youth potential (1) - the number of students who went to study and the number of students who returned and got a job in UTC; youth potential (2) – young people who have left UTC in the last 5 years; youth potential (3) – young people who have come to the UTC in the last 5 years; 5) communication indicators – information, consultations, dialogue, partnership; 6) government transparency indicator – a Product Description popup.authors Yemelianov Volodymyr Andriiash Viktoriia Ivanivna Bahmet Mykhailo O.
